Two federal judges took on the same issue of U.S. government data-gathering and reached diametrically opposed conclusions. Judge Richard Leon in Washington, D.C., ruled Dec. 16 that the National Security Agency’s bulk collection of phone records was “almost certainly” unconstitutional, while Judge William H. Pauley III in New York said Friday it was “lawful.”
