Law Aimed at Unmasking Prepaid Cellphone Users Struck Down

A federal appeals court on Friday blocked an effort by Puerto Rico to compile a registry of prepaid cellphone users, striking down a law aimed at catching users who hide behind the anonymity of contract-free phones to commit crimes.
